Whatever went on in that room before Tara had her run-in with Oz in the hallway, it left Willow's scent "all over" Tara. Go where you will with that. 
My guess is that Willow left her sweater with Tara as a gesture of affection and reassurance, which is just . . . *sniffle* . . . the sweetest thing . . . *choke* *sob*

we produce pheromones when we're in love, on a mere scientific basis we signal through them that we're ready to, erm, mate (sorry about the candor, kittens!). we cannot smell them, but dogs (and consequently, werewolves) can, so when Oz goes "is she in love with you?" to Tara, to me it is because of Willow's pheromones being all over the sweater.

it's just he seems a little too sure of himself there when he thinks it's Will around the corner...and it's Tara instead.
btw the fact that Tara is wearing Willow's sweatshirt doesn't automatically resolve the nature of their relationship..i'm talking from Oz' point of view here: he only met Tara very briefly previously in the episode, so it doesn't make that much sense that he's already suspecting something when they meet again there.
but it does make sense that he fails the sniffing thing. i mean, as far as Oz knows Will has "produced pheromones" for him only, he's back in town, so it makes sense to him that she should be in love with him again..or still..that's why he gets it all wrong.
i think.

Don't forget Willow's awkward attempts to dodge questions and drop details during her conversation with Oz in her room. We know that Will's a terrible liar, and when Oz comments, "That doesn't mean you haven't gone through a lot" she hems and haws a bit, then abruptly changes the subject: "It's so light out!" it's pretty obvious that she's trying to avoid talking about something. Also, the way she attempted to steer the conversation as far away from details of her life as possible was telling.
Here's a few passages from the shooting script for some of the above scenes, with some omitted dialogue (in italics). I've bolded relevant shooting directions.

And from Tara's confrontation with Oz in the hallway:

But there's something to talk about -Tara doesn't answer, just turns and hurries down the hall. This is the confirmation he dreaded. Oz is blown away, and his composure's uncharacteristically obliterated.

I-I have to g-g-g-OZ
We talked all night and she never
said anything. Nothing. I -Tara just keeps moving faster. Oz yells, his voice frighteningly desperate.

Stop!Tara does, terrified. Oz is shaking with emotion.

None of the other Scoobies might have really noticed, due to the emotional distancing between them that was a theme of fourth season, but Oz has returned to Sunnydale just for Willow and clearly still possesses very strong feelings for her, so he would be pretty keenly attuned to her emotional state. Like picking up Willow's scent on Tara, I'm sure he noticed Willow's agitation and discomfort.

greatluna - great idea, I would never have thought about something like that, probably because I hated biology classes when I was in school.
Cordy, Im pretty sure W&T had sex after the extra-flamey scene (to be honest, every time I watch that scene something inside me cries out loud "SEX!" - I know, I should get a girlfriend or at least a cold shower
), but me too, Im still wondering if there was something before that scene - hence my question.

By the way, anyone else think the thought of having someone elses smell all over them is just the sexist image. Its sensual and implies extreme closeness. Gotta love it.
