Unfortunately I have no idea what the ep's name is. But I think it's in season one or two and I do know the gist of the scene.
The scene is that Xander is telling Willow that she is just one of the guys. Just one of the guys that understands girls. A bit later, Buffy says something to the effect of Xander is just one of the girls.
I know...I know...could I BE a bit more vague. You know...the mind is terrible thing to waste.
It's from Season 1: The Witch
Buffy: Hmm, I know you don’t, that’s ’cause you’re my friend. You’re my Xander-shaped friend! (leans her head
on his shoulder) Do you have any idea why I love you so, Xander?
Willow: We gotta to get her to a. . .
Xander stops Willow with a gesture: Let her speak!
Buffy: I’ll tell you! You’re not like other boys at all.
Xander: Well. . .
Buffy: You are totally, and completely one of the girls! (to
Willow) I’m that comfy with him.

Oh, I have both quotes in one of my sigfiles. Actually Xander telling Willow she's a guy is from this scene in "the witch" :
Xander: So I'm just a figure of fun. (exhales) I should ask her (Buffy) out, right?
Willow: You won't know till you ask.
Xander: That's why you're so cool! You're like a guy! You're my guy friend that knows about girl stuff!

I fear the worst . It looks like the Blue Meanies of Fox have found it and shut it down. Can Rane or anyone else tell us where these wonderfull shooting scripts can now be found now?

mmmm, I've download the transcript and the shooting script from there a couple of our ago. It's extra slow but it's working
I clicked on my old link for psyche's site and, to my delight, I found that I once again got the listing for the shooting scripts. However, when I tried clicking on any particular script, all I got was some kind of weird gobbledygook!!!!
Does anyone know what the frilly heck is going on there???

oops i was checking out the scripts and did notice the gobbledeegook in the early seasons but you can read season 6

The direct link to Powerarchiver (the software needed to view the scripts now) is here: Powerarchiver
Once you download the software, here's how you view the scripts:
1) Select your season of choice of Angel or BtVS
2) Move your mouse pointer over the link for the episode you want then right click your mouse
3) Select 'save target as' from the list of options, and then the save as dialog box will pop up.
4) The dialog box will have 'file name' and 'save as type' data entry fields so you can rename a file when you download it. In the 'file name' field, simply add the extension .bz2 to the file name.
5) Now click on the 'save' button of the dialog box and the page will be saved in a zipped format.
6) Use powerarchiver to extract the zipped file and you will have the web page ready for your enjoyment.
Example: If you are trying to download part one of the BtVS episode 6.5 Life Serial, you would right click on the link, select 'save target as'. The 'save target as' dialog box will pop up and it will show lifeserial1.html.htm in the file name field and HTML Document in the 'save as type' field.
In the file name field you want to add .bz2 to the file name so that it changes from lifeserial1.html.htm to lifeserial1.html.htm.bz2
The file will be saved as a .bz2 file. It can then be extracted by powerarchiver into a html file.

Right click on whichever script it is you desire and save it to your computer with a .bz2 extension (a'la Gone1html.bz2 ). Then use the handy-dandy QuickZip program you've just downloaded and installed to extract the text.
